Another feature of Al Qaeda’s specialized training for commanders and instructors is how to build and manage camps, and it also taught foreign Islamists how to establish training sites. The guidelines are most strict and include seclusion from view and observation, due to threats posed by police, informants and public curiosity and availability of day to day necessities , medical facilities , suitable accommodations and other buildings for fitness training , target practice and tactical rehearsal . The rules and guidelines are that all training camps should be guarded at all times as well as having numerous escape routes. Great care has to be taken in moving to and from these facilities : even senior leaders entering or leaving Al Qaeda camps at night in Afghanistan because of concerns over U.S. daylight surveillance satellites followed these security practices. “Need to know” principles are always in force.
