In 194 , a friend of Osama’s , Khalid al-Fawwaz came to London, where he met with Saudi opposition figures including an exiled academic whom Osama had phoned personally to thank him for his help. Al-Fawwaz managed Al Qaeda’s advice and reformation committee (ARC) office on Beethoven street which was equipped with state-of-the- art communication equipment enabling him to talk directly with Osama. ARC provided the perfect cover for advancing Osama’s interests. For example in March 1997 , it arranged a meeting between him and CNN journalists. CNN was then the most visible and productive disseminator of media information of media services. Despite his denials Osama was closely involved with ARC , which disbursed funds, provided equipment and recruited members. On the ARC letterhead “Osama bin Laden” signed the ARC letterhead “London Office” resolution which stated “The consultative assembly of the Advice and Reformation Committee intending to extend its activity and to ease communication resolved this Monday July 11, 1994 to 1) establish and office in London England 2) to appoint mr. Khalid A. al Fawwaz director of this office”. Al-Fawwaz ran this office for five years before his ultimate arrest by British authorities on September 28 , 1998.
