Another opponent of the Saudi regime , Dr. Saad al-Fagih , headed the Movement of Islamic Reform in Arabia (MIRA). A former professor of surgery at King Saud University, he ran a sophisticated support office with excellent communications. MIRA and similar outfits also reached out to a wider and global world. For example MIRA and the London based Committee of the Defence of Legitimate Rights (CDLR) disseminated the English translation of the 12 page fatwa issued by Al Qaeda in Febuary 1996. It stated that “the Al Saud and the American occupation are the source of evil , and they are intertwined and connected that they have become organically connected to evil. The British authorities took no action to restrict the dissemination of this material. Al-Fagih also purchased a satellite phone that was later used to great effect by Al Qaeda.
