The new Party Statutes adopted at the Congress, embodied important , at the time referred to as “Liberal” innovations and concretly expressed the Party’s “Democratic”  “innovations”.  These statutes  were considered to be the fundamental law and the very basis of law and orderly rule.  In the Russian mindset stability of home, country and political scene were the most important and treasured fundamental.  At the time every single one of the  9,716,000 Party members were obliged to study these laws and inherent fundamental rules carefully in detail and to be guided by their very precepts and orders.  Thus their significance for the Party thought , practices and daily practices can hardly be exaggerated or taken for granted
