When Hitler set out to conquer the world, it was American blood, treasure and determination that stopped him. When the Soviet Union set out to subject the world to communism, it was American blood, treasure and determination that stopped it. If the Muslim extremists’ quest to subject the world to radical Islam is to be stopped, it will, once again, take American blood, treasure and determination. It may be true that the Islamic extremists who call for world domination represent only a minority of the world’s Muslims. Minority or not, it is they who drive the Muslim agenda and unashamedly slaughter untold thousands of people in the name of their Allah. They claim their authority comes from the Qumran – the same Qumran, and the same Allah, the rest of the Muslim world worships. Consequently, all Muslims must bear the responsibility for the inhumane actions of the extremist minority. If the extremists are such a minority of the Muslim population, why does the majority not put a stop to the extremists? There can be only two possible answers: either the majority is in agreement with the goals, if not the tactics, of the extremists, or the majority is incapable of controlling the minority. Both answers are probably correct. When a cartoonist published a caricature of Allah, Muslims around the world filled the streets in protest. Were they all extremists, or just in agreement with the goals of the extremists? By contrast, the image of Christ is desecrated regularly, and the public response is "ho-hum."

These "liberal " innovations arose from the leaders of the times inherent realizations that the Party must have to adapt itself to the then changing conditions of the time within the Soviet Union and its empire.  It seemed to be that the ever- increasing complexity of Soviet economic , scientific and intellectual development demanded a comparable growth of more than well trained responsible and imaginative  core group who made and continued to make the whole system chug along/ The new Statues opened with a declaration that all party work was a continued to be Leninist norms in inherent nature.  These were defined in terms of "collective leadership"  and "collective leaderships in nature".  Along with this went more than comprehensive developments of "inner-party democracies".   Further the developments of "activeness and initiative as well as initiatives"  of "criticism and self-criticisms"  were more than emphasized as well as extrapolated. These norms were not new in themselves but were receiving growing emphasis , in an ongoing enligthened manner and forms , since the death of Stalin.    What was more than important and indeed exceptional was their very entrenched appearence  as formal statement , indeed statements of fact as the formal principles that were given to govern  them all along as the Party’s very basis and basis of its work. So too , certain changes in the Statute articles give these Leninist norms extreme significance in a manner that they never enjoyed before.

Al Quaeda confronts the world with a new kind of threat. The perspectives of the historian and the political scientist are both essential in understanding and addressing Al Qaeda and can lead to an understanding of the nature of the threat facing the western world. It is as if the western world got rid of the threat of "Communism" and now a new threat has emerged. Rather it was there all along and has just come back to "haunt us". Some things change , others remain the same. Since the contemporary wave of terrorism , in the Middle East began in 1968 – after the end of the "Six Day War" , no groups resembling "Al Queda" have previously emerged. Al Quaeda has moved beyond terrorism, or the status of terrorism and protest and turned into a global insturment with which to compete and challenge Western influence in the Moslem world.
