From the middle of the 1970’s the world witnessed the onset of a Second Cold War , a period of east – west hostility and of the international focus upon this conflict was comparable , in its political essentials , to the First political Cold War of 1946 to 1953. Whatever accommodations the U.S.A and the U.S.S.R. were to seek in political and geopolitical terms following this – the Cold War had been launched. The gravity of this political development was plain enough from the very tone in which international relations were being conducted . In contrast to the more cooperative and cautious tone of east west relations evident during the detente of the early 1970’s Moscow and Washington now engaged in threats , challenges , self justifications and vilifications of each political and geopolitical and strategic sides.
